Austria: Iran calls for new verification modality amid tensions with IAEA

Storyline: President of Iran's Atomic Energy Organization Mohammad Eslami has called for establishing a new verification modality with the International Atomic Energy Agency (IAEA), citing the threats to Iranian nuclear facilities under military strikes. Eslami was speaking on the sidelines of the 69th General Conference of the IAEA, which opened Monday in Vienna and focused on the peaceful use of nuclear energy and technology and the urgent need to protect the global nuclear non-proliferation regime. Iran and the IAEA signed an agreement last Tuesday to resume cooperation. During an interview with China Media Group (CMG), Eslami explained his proposition on the modality, saying that the IAEA comprehensive safeguards agreement clearly outline procedures for monitoring nuclear facilities under normal circumstances, but it does not account for military strikes or destruction caused by war. "When everything is destroyed, what should be inspected? Everything is destroyed. What they want to be inspected? What they are looking for? There should be a procedural method, should be negotiated, concluded and designed in order to resume the inspection. And this is the time which we have called it as a modality. So, this modality should be taken at force in the future," said Eslami. The Iranian delegation is promoting the adoption of a draft resolution at the general conference to prohibit attacks and threats against nuclear facilities under safeguards supervision.
