Storyline: The destructive impact brought by the federal government shutdown of the United States has been expanding on the country's food aid and healthcare service, as it entered the 35th day on Tuesday and is on the par with the previous longest government shutdown in U.S. history. The 35-day record was set by the 2018-2019 closure under President Donald Trump's first administration. The shutdown, which began on October 1 after Democrats and Republicans failed to agree on a funding bill, has caused widespread disruptions. Thousands of federal workers, including air traffic controllers, are set to miss additional paychecks. On Monday, the Trump administration announced that it will partially fund the Supplemental Nutrition Assistance Program (SNAP), with a total of 4.65 billion U.S. dollars in a contingency fund used for November SNAP benefits. The very fund would cover 50 percent of eligible households' current allotments. SNAP is the nation's largest anti-hunger program serving nearly 42 million people, accounting for one eighth of the total population. Most SNAP recipients live at or below the federal poverty line. But due to the lack of fund, the SNAP payments halted from Saturday, or November 1, which has placed huge pressure on SNAP recipients. As for healthcare sector, the new round of enrollment for Affordable Care Act plans began on November 1, covering about 24 million people, including 22 million eligible for enhanced subsidies that lower their premiums. With Republicans and Democrats still deadlocked over subsidy provisions, insurers have announced sharp premium increases for 2026. The nonprofit Kaiser Family Foundation estimated that without government subsidies, annual out-of-pocket costs per enrollee could rise 1,000 U.S. dollars. According to a report by the Congressional Budget Office last week, the ongoing shutdown could bring down 1 to 2 percentage points to the fourth-quarter real GDP growth, and cost the U.S. economy between 7 billion and 14 billion U.S. dollars, depending on how long it drags on. The longest government shutdown in U.S. history occurred under Trump's first administration, lasting 35 days from Dec 22, 2018 to Jan 25, 2019, as Democrats refused to back Trump's proposed funding for the U.S.-Mexico border wall. The Congressional Budget Office's analysis found that the record shutdown cost the U.S. economy 3 billion U.S. dollars in forgone economic activity that was never recovered.
