BRUSSELS, BELGIUM - NOVEMBER 7, 2025: Redevelopment works at the Schuman roundabout, the centre of the EU district in Brussels, face a possible legal challenge as funding shortfalls and permit disputes delay construction, regional authorities said.

According to The Brussels Times, Urban.brussels, the regional planning authority, warned that unless a new permit application is submitted for the planned canopy or any design changes, the project may be deemed non-compliant. If the issue is not resolved, the agency said an official report could be filed and the case referred to court.

The project, underway for nearly two years, has caused traffic disruptions around EU institutions. The European Union provided €17.4 million for upgrades, including bike lanes and public space improvements, but costs rose after EU bodies requested additional security measures such as retractable barriers and surveillance systems.

The Brussels regional government still lacks €15 million to finance the canopy and has not secured additional support from the European Commission, leaving the project’s timeline uncertain.
