Man given FOUR fines after returning to find disabled bay painted AROUND his car
A man has condemned 'crazy' traffic wardens who ticketed him four times after contractors painted a new disabled bay - around his car.
Silva Stone, 40, had legally parked on the road outside his home before going away for a short holiday.
But he returned to find his black Audi convertible boxed in by a freshly-painted disabled bay - with four Penalty Charge Notices (PCNs) on his windscreen.
Croydon council has since cancelled the fines, but Silva claims they only did so AFTER shaming them with CCTV footage he posted on social media.
Father-of-three Silva, of New Addington, South London, said: "I just parked my car outside my house. There were no parking restrictions or yellow lines there. "
"I travelled on November 17 and, on that day, the council drew a disabled bay around my car. My cameras went off, telling me something had happened, and I saw the bay around my car."
"When I looked again, I saw I was getting parking tickets. I was quite stressed. I have been ticketed before by Croydon council for parking outside my house. "
"It really put a downer on my holiday. It was a stressful ordeal."
Silva, a music producer who runs Croydon-based White Hut Studios, accused Croydon council of 'unfairly' handing out parking tickets across the borough.
He is currently fighting four other PCNs, but said those for the new disabled bay were a 'step too far'.
"This was the straw that broke the camel's back for me," Silva added. "
"They are unfairly ticketing everyone in my area. It seems they are targeting low-income people. I work in my community, running music sessions in schools and running a food bank. "
"I am really involved in my community, and it feels like Croydon council, really don't care about people in the community. It's crazy. It feels like instead of working with the community, they are preying upon the poorest in the area."
Silva is still fighting tickets previously issued for parking outside his home - one for parking too far from the kerb.
The council commented on one of his social media posts stating the fines had been cancelled, but he says he was none the wiser.
"They say they cancelled the tickets the week before, but they never told me this," Silva said. "
"If I didn't have it on camera, they probably wouldn't have cancelled them. I sent the same footage to Croydon council prior to releasing it on social media, but they refused to quash the tickets."
Silva, who has parked outside his garage in New Addington for over 25 years, says he has only recently been ticketed.
"I am fighting five tickets at the moment," he said. "
"My neighbour is retired and he has had three or four tickets. They are running amok."
Croydon Council say the tickets were issued due to a mix-up with a parking attendant.
A spokesperson said: "Our road markings contractor painted lines for a new disabled bay on 17 November in response to a request from a resident. "
"The contractor painted around a car, as is standard practice, otherwise they would have to wait for the space to be free, which may have taken weeks."
"The contractor took a picture of the car, so we knew not to give the owner a fine. Unfortunately, one of our parking attendants was not informed and issued parking tickets. "
"However, these were not processed into fines because we had a note on the system from our contractor. "
"The tickets were cancelled a week before the video was uploaded to social media, and we have apologised for the confusion."
"It is unacceptable that our parking attendant has received verbal abuse online. "
"We ask that any residents with concerns should contact the Council directly and not abuse any member of staff carrying out their duties."
