KYIV, UKRAINE (DEC. 11, 2025) (USERS MUST CREDIT “UKRAINIAN PRESIDENT ZELENSKYY” HANDOUT, MUST NOT OBSCURE LOGO —EDITORIAL USE ONLY) President Volodymyr Zelenskyy on Thursday, Dec. 11, called for accelerated international efforts to provide Ukraine with legally binding security guarantees and to utilize frozen Russian assets.

Addressing the "Coalition of the Willing" supporting Ukraine, Zelenskyy stated that a framework for security guarantees is being discussed with the United States and should be approved by the U.S. Congress to be "real, solid, and legally binding." He emphasized that any effective security model must include all coalition members, from Europe to Japan and Australia.

Zelenskyy highlighted the importance of the PURL weapon procurement program for strengthening Ukraine's air defense and frontline stability. He also urged faster progress on plans to use immobilized Russian state assets, thanking EU leaders for their initiative.

Responding to U.S. political discourse, Zelenskyy stated Ukraine is "ready to work with President Trump in any format." On the topic of wartime elections, he said they would require a security component, including a ceasefire during the voting process, and suggested the U.S. could engage Russia on the issue.

The president's appeals come as Ukraine faces continued Russian strikes on its energy infrastructure.
