潮州 起落杆抬升掀翻骑车业主
小区停车场设置起落杆，主要是为了加强进出车辆的管理，服务业主。可不久前，在潮州市湘桥区蔚园新村住宅区内，一根安装不到一个月的起落杆，却在抬升时，把业主刘女士给掀翻了，至今仍躺在病床上无法动弹。
通过当时现场的监控录像可以看到，事发前，有一名住户驾驶着摩托车来到起落杆前，停下车走到起落杆一侧打卡，起落杠升起后，该住户驾车顺利进入停车场，此时的起落杆仍处于抬升状态；这时刘女士驾驶摩托车从停车场内出现，停在打卡机前打卡，随后驾车驶出，可刚起步起落杆便落下，正好落在刘女士与摩托车车头中间，随后又升起来，抵住刘女士的下巴，直接把她连车带人掀翻在地。
刘女士的母亲认为，小区建成好几年，直到今年7月才安装起落杆，而且设置时开发商也没有向住户明确告知使用方式，起落杆上也没有明显的警示标志，所以开发商应该对刘女士的受伤负责任。
律师 吴灿生：起落杆的设置虽然到现在时间不长，但也有一定的运行时间，作为业主是经常进出的人员。从监控可以看到，受伤的业主存在一个读卡动作，但是没有等到上一名业主进入，起落杆完全下降之后再进行读卡、驶出，这样的行为处理存在明显不当，所以受伤害的业主也要自行承担一部分责任。
不过，律师表示这起事件中，究竟谁的责任更大，要看在事件中谁的错误更大，目前无法简单得出结论，若是无法协商，刘女士可以向法院起诉。
