Volvo driver uses hard shoulder for no reason.
Driving out of Rhos on Sea from 50 into a 70. Volvo flew past us to the next junction. The traffic was heavier here and it looks like he may not have left himself enough space to turn off (manoeuvring late past the countdown markers). When we drive past, he was braking and using the hard shoulder. Not 100% sure why, buy perhaps to avoid hitting the car in front, or to avoid the lorry behind running into the back of him, or because he thought it was part of the slip road, which it isn't, as you can see.
