No regards to speed limit changes

Being a driver under the age of 25, I'm stereotyped as being a "boy racer" and "a danger on the road", but during my 36 mile round trip to work and back each day I see other drivers showing no regards for changes in speed limits all the time! In my driving test, if I didn't slow to the speed limit ahead when in view, I wouldn't have passed. Same as when the speed limit increased, if I wasn't seen to make progress to the change in speed limit, that would also have been marked against me. How does the black car in the distance and the white car ahead of my vehicle both get it so wrong? Speeding in a 30 and then going 20 less than the national speed limit on a clear, dry road?
