As the search began, two firefighters, dressed in survival suits, broke the thin layer of ice and used long poles to try and locate the car in the water.

According to deputy fire Chief Brian Kennedy, after more than an hour searching on the water, firefighters were pulled to shore.

Police divers arrived on scene just after 7pm (local time) and recovered a body from the car shortly before 9pm.

Investigations are on-going to identify the driver of the car and to understand the cause of the fatal accident.

Niagara Regional Police divers recovered a person from the Welland Recreational Canal, in Welland, ON, Canada, Sunday, Dec. 21, nearly three and a half hours after a car plunged into the frigid waters by the Division St. bridge.
Witnesses had reported the car in the canal, and that it was sinking, to fire dispatch.
It’s believed the car was headed northbound on King St., toward Division, when it left the road, headed through Merritt Park, down an embankment and into the former canal.
Welland Fire and Emergency Services firefighters were called to the scene, on the south of the Division St. bridge, at 5:20 p.m. and quickly launched a rapid deployment craft, said deputy fire Chief Brian Kennedy.
Kennedy said the craft allowed firefighters to get on the water, which had a thin layer of ice, faster and start the search for the car.

Numerous fire vehicles blocked one lane of the Division St. bridge and Welland’s aerial truck had floodlights shining down into the waters below.
Niagara Regional Police and Niagara EMS paramedics were also on scene, and police blocked King St., between Young and Division Sts. Police taped off the area and moved numerous onlookers away from the scene.
After more than an hour searching on the water, firefighters were pulled to shore, said Kennedy.
Police divers arrived on scene just after 7 p.m. and recovered the body from the car shortly before 9 p.m.
Firefighters were on scene until 11 p.m., assisting police with the recovery of the car.
There was no information on what caused the car to leave the road and no names have been released
