Poor unemployed people ignore social distancing in South Africa to get money/grants from post office during Covid-19 pandemic

South Africa has one of the highest unemployment rates in the world and every year more people are getting dependent on social grants (money from the government) to survive. During Covid-19 many more south Africans lost their income and jobs and are now dependent on the South African Social Security Agency Social Grants Payment (SASSA payments). Here is a video showing the long queues the people are waiting from early morning to access the end of month grants from the Post office. The people are desperate and are ignoring the social distancing protocols to stay 2 metres away from each other. Not everyone is wearing masks.
