Discovery of blocked Public Right of Way Footpath - 1/2

I enjoy cycling beside the River Chelmer which becomes the Blackwater Chelmer Navigation as it flows from Chelmsford to the Essex Coast. I was unable to find the Public Right of Way footpath which passes across a farmers field (see map's blue line) with the River Chelmer at Little Baddow Mill Lock. The stepway down to the Riverside is totally overgrown and impassable. It is the responsibility of the farmer to maintain the stepway, who should at least inform Essex County Council Public Rights of Way Footpath Team. Anyway that is my belief and I may be wrong but by law it must be maintained as a Public Right of Way. As I cycled down the wide path towards the top end of the stepway there was a notice warning me that I was on private lane and not to proceed, but I continued knowing there was a Public Right of Way just ahead. When i arrived at the tiny circular signs upon a wooden post I saw the step was overgrown and across the way was the PROWF leading up the hill towards the farmhouse, where the farmer who owned the land lived, I presume.
