Bakersfield, United States - July 19, 2025 07/18/2025 07:00 pm GMT-0700 SANTA MONICA, Calif. – Authorities from the Bureau of Alcohol, Tobacco, Firearms and Explosives, the FBI, the Los Angeles County Sheriff’s Department, and the Santa Monica Police Department responded to a residence at Sunset Park and Bay Street to remove an explosive device. This incident, which occurred earlier today, led to the tragic deaths of three sheriff's arson investigators in East Los Angeles. “With profound sadness and heavy hearts, the LASD announces the passing of three of our dedicated deputies: Detective Joshua Kelley-Eklund, Detective Victor Lemus, and Detective William Osborn, who were all assigned to the Special Enforcement Bureau’s Arson Explosives Detail,” the Los Angeles County Sheriff’s Department stated. The department’s statement continued, “These brave men served with honor, courage, and unwavering commitment to protecting and serving our community. Their tragic loss is deeply felt across our Department and the entire LASD.” Sheriff Robert Luna expressed his condolences, stating, “There are no words to express the pain and sorrow we feel. These heroes represented the best of our Department, exemplifying courage, integrity, and selfless service. This is not only a heartbreaking loss for their families, but for all of us.” Detective Kelley-Eklund joined the LASD in March 2006 and held various positions, including at the Pitchess Detention Center North and North County Correctional Facility. In 2010, he transferred to the Lennox Sheriff Station and served as a Field Training Officer at South Los Angeles Station. Promoted to Detective at the Narcotics Bureau in 2016, he was involved in complex investigations and significant narcotic seizures. In 2022, he became an Arson and Explosive Investigator. He is survived by his wife, Jessica Eklund, and their seven children. Detective Victor Lemus began his career with the LASD on July 1, 2003, as a Security Assistant before becoming a Deputy Sheriff later that year. He joined the Special Enforcement Bureau in 2017 as a K-9 Handler and transitioned to an Arson and Explosive Investigator last year. Lemus received commendations for mentoring fellow deputies and making significant arrests. He is survived by his wife, Sheriff’s Department Detective Nancy Lemus, three daughters, and numerous family members in law enforcement. Detective William Osborn graduated from deputy sheriff Class 278 in February 1992 and served in various roles, including at Men’s Central Jail and Industry Station, where he specialized in recovering stolen vehicles. He joined the Special Enforcement Bureau as an Arson and Explosive Investigator in 2019, dealing with high-stakes fire investigations. Osborn was known as a peer leader and mentor. Details regarding memorial services will be announced in the coming days. The LASD has initiated peer support services and chaplain assistance for the staff and families of the fallen deputies. The families have requested privacy as they navigate this tragic time, and the Department will continue to offer support.
