BUSES CARRYING SYRIAN REFUGEES LEAVING (TWO SHOTS) TRIPOLI, LIBYA - OCTOBER 9, 2025: Lebanon on Thursday, Oct. 9, launched the fourth phase of its government plan to return Syrian refugees to their home country, with convoys traveling from Tripoli to the Arida Border Crossing with Syria. According to the Lebanese National News Agency (NNA), the convoys, organized by the Lebanese General Security Directorate, transported refugees along with their belongings. Lebanese authorities provided all logistical support, waived fees for participants, and offered additional services to simplify the return process. The move is part of an organized and safe return program coordinated with the UN Refugee Agency (UNHCR), the International Organization for Migration (IOM), the Lebanese Red Cross, and several other humanitarian organizations, NNA reported. UNHCR spokesperson Lisa Abou Khaled told Anadolu that more than 160 Syrian refugees gathered in Tripoli before heading to the Homs and Idlib regions, emphasizing that the returns were facilitated under the coordination of the Lebanese General Security Directorate. Refugees participating in the convoy expressed their joy at returning home. Abdo Mustafa Ubaid, an Idlib native who has lived in Lebanon for 14 years, said, “The preparations are excellent. I am finally returning to my homeland.” Israa, who has been in Lebanon for 13 years, added, “This is a very special day. I am overjoyed to be returning to our country.” Lebanese sources report that around 300,000 Syrian refugees have returned since the beginning of 2025, with more than 400,000 expected by year’s end. In June, the Lebanese government unveiled a new multi-stage plan to facilitate the return of refugees from Lebanon to Syria. The plan distinguishes between organized and unorganized returns, with the first involving registration and transportation by bus, while each returnee receives $100. Unorganized returns allow refugees to set their departure date and arrange transportation independently, with the same $100 allowance provided. Lebanon hosts about 1.8 million Syrian refugees, including around 880,000 registered with the UNHCR, according to Lebanese officials
