The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) has been unable to transport aid into Gaza, despite an International Court of Justice (ICJ) ruling that demands Israel open the border crossings for humanitarian aid, said a spokesman for the UN agency. The ICJ said in a legally non-binding advisory opinion on Wednesday that Israel is obligated to facilitate the delivery of humanitarian aid into Gaza, including relief provided by the United Nations and its entities, in particular UNRWA, other international organizations and third States, and not to impede such relief. However, Israel continues to defy the order, calling it a "political attempt to impose political measures against Israel." The refusal is resulting in a continued deterioration of the humanitarian crisis in the Gaza Strip even as the ceasefire agreement between Israel and Hamas has taken effect, according to UNRWA spokesman Adnan Abu Hasna. While UNRWA is currently operating schools and medical centers in the strip, it has been unable to provide humanitarian aid because its aid trucks are not allowed in by Israel, said the spokesman. In January 2024, Israel accused 12 UNRWA employees of participating in Hamas' attacks on October 7, 2023. In October 2024, the Knesset passed a law to block UNRWA operations in the West Bank and Gaza, citing the alleged staff involvement with Hamas. In its ruling Wednesday, the ICJ concluded that Israel failed to substantiate these claims. Shotlist: Cairo, Egypt - Recent: FILE: Gaza City, Gaza Strip - March 26, 2025 1. About 95 percent of Gaza residents were displaced, and some have been displaced 15 to 20 times. More than 90 percent of Gazans drink highly polluted water. 80 percent of the buildings and infrastructure have been destroyed; 90 percent of Palestinians still suffer from malnutrition."; [SHOTS OVERLAYING SOUNDBITE] FILE: Gaza City, Gaza Strip - Aug 2025 3. We still have six medical centers operating mobile clinics. After the ceasefire, we rebuilt a big medical center as well."; [SHOTS OVERLAYING SOUNDBITE] Gaza City, Gaza Strip - Oct 20, 2025 7. SOUNDBITE (Arabic) Adnan Abu Hasna, spokesman, UNRWA (partially overlaid with shot 11, ending with shot 12): "There was an aggressive media and political smearing campaign by Israel, globally accusing UNRWA of terrorism. The only service we are not able to provide is the delivery of aid. We have 6,000 UNRWA-owned aid trucks waiting at the border crossing that can cover Gaza for three months. They contain hundreds of thousands of all types of aid. Israel is blocking us."; [SHOT OVERLAYING SOUNDBITE] Gaza Strip - Oct 20, 2025 11. And then, the ICJ announced its ruling this week, killing all Israeli attempts to close down UNRWA and end Palestine's existence. Unfortunately, Israel immediately issued a statement rejecting this ruling and would not allow UNRWA to deliver the humanitarian aid or even work in Gaza."; [SHOTS OVERLAYING SOUNDBITE] FILE: Hague, Netherlands - Feb 22, 2024 14.
