The ground-hugging "tule fog" covered Interstate 580 and obscured wind turbines in Livermore. The phenomenon, unique to the region, develops when cold, moist air is trapped near the ground under a temperature inversion, typically following rainfall and clear, calm nights.

The fog can reduce visibility to near zero, making it a major cause of winter travel disruptions and accidents in the region. Local authorities urged drivers to exercise caution as the thick layer persists across major transit corridors.
