Police handcuff nine-year-old at Florida elementary school

Shocking footage captured the moment a police officer handcuffed a nine-year-old boy in school.

The disturbing video shows the fourth grader, who is a special needs child, being handcuffed by police Officer Scott Moseley.

The incident happened at the Stenstrom Elementary school in Oviedo, Florida, USA, and prompted the parents to file a federal lawsuit against the city.

Officer Scott Moseley arrived on the scene after school resource officer Yashira Moncada called for backup as she struggled to control the child.

Before the nine-year-old was handcuffed, officer Moseley's bodycam footage showed the child cursing and throwing items at teachers and officers.

Teachers could also be seen using pads to protect themselves as the child attempts to kick them.

Officer Moseley held the child in handcuffs from 13 minutes - from 9:57 am to 10:10 am - until he eventually calmed down.

In the lawsuit, the parents accuse the officers of excessive use of force.

Yashira Moncada stated in her report that the child was punching, scratching, and throwing items at her and the teachers.

She also stated that he was trying to escape through the windows and doors.

Yashira Moncada said: "While in the mailroom I observed [the child] kicking staff, punching them with [his/her] closed fist."

"I called for a road unit to further assist me in trying to de-escalate Ofc. Moseley came on scene and [the child] did not de-escalate."

Yashira Moseley said in his report: "I secured [him/her] using handcuffs which closed all the way down past the point where any cuff teeth were left."

"The cuffs dangled loosely around [his/her] wrists but did not allow [his/her] hands out."

"I did not let go of for fear [he/she] would harm [him/herself]."

According to local reports, both officers are still on the job and no internal investigation has been conducted.

The incident occurred on February 2.
