Russian President Vladimir Putin said on Monday that Ukraine's shelling of the Russian city of Belgorod is a "terrorist act" during his visit to a military hospital.

"What recently happened in Belgorod is, of course, a terrorist act.
And with these weapons, they attacked the city center where people gathered ahead of the New Year, just a strike, a targeted strike on the civilian population. Of course, this is a terrorist attack; there is no other way to call it."
Russia could have fired back in response, but it only targets military facilities, said the president, who met and talked with servicemen taking part in the special military operation.
According to the Russian Defense Ministry, at least 24 people were killed and 108 others were injured during the shelling attack on the city center of Belgorod by the Ukrainian military on Saturday.
