STORYLINE:

In China, community-level governance allows residents to manage their own affairs.

In Xiamen City in the eastern province of Fujian, Xinglong Community illustrates how people from China's Taiwan actively engage in community management in the Chinese mainland.

Hsiung Chi, originally from Taiwan and a resident of Xiamen for 28 years, serves as an assistant to the director for Taiwanese affairs in Xinglong Community.

"I came to Xiamen in 1996. At first, I thought of myself as a temporary visitor, but as time passed, the local community showed great care for us Taiwanese. Gradually, I became part of the community. Since 2013, I've been working as an assistant to the community director. I've been exploring opportunities to bring effective community governance practices from Taiwan here for collaboration and exchange."

In 2015, Hsiung set up a mediation studio dedicated to resolving resident disputes within the community. 

This initiative assists Taiwanese residents in addressing their concerns and issues.

"At our service counter, we have this special green channel that tells the Taiwan compatriots exactly how we can assist. Once they check it out, they see how much the community and the government care for them. This approach smoothens interactions between people from Taiwan and local residents here, making everyone feel like one big family without any barriers."

Throughout the years, Hsiung has proposed numerous practical suggestions tailored to the community's needs.

"I have a real affection for Xiamen. It just feels like home to me. Home is where the heart is, and I find it very comfortable here. When I go back to Taiwan now, I tell them to come to Xiamen, visit our community, and see whose community looks better. We used to go to learn from others, but now we invite people from Taiwan to come and see. It's become an opportunity for them to learn from us."
