SOUNDBITE 1 (English): ADAM TOOZE, Director of the European Institute at Columbia University
"If one of the things we want to do in China, as in the rest of the world, is accelerating growth, we need to innovate. We need to unleash this new phase of innovation. And you do that by investing hard, by investing it all along the chain, starting with R&D and then all the way down to product development. So I think that's the idea behind (China's pursuit of) new quality productive forces."
SOUNDBITE 2 (English): ADAM TOOZE, Director of the European Institute at Columbia University
"The United States right now is deliberately, surgically, explicitly trying to prevent China from developing certain technologies. And they define that, you know, the best phrase they've come up with is 'small yard, high fence.' And they say to China, you can grow in every other area, except all of the ones we've defined as important. But everywhere else is fine. All of those, just not these ones because they're important to us. You have to understand, right? And it's a crazy offer because it's basically saying China's sovereignty is capped, right? If technology is tied to sovereignty, then what you're really saying is we intend to limit your sovereignty beyond this certain point. We will try and prevent you from going. And that's an incredibly aggressive stance. It's very new. It is American primacy."
