A lake-effect snowstorm blanketed Buffalo, New York.

Footage shows parked cars covered in fresh ice on December 12, with thick layers of frost covering the ground.

The third major lake-effect snowstorm since late November hit the Great Lakes region, bringing heavy snow and strong winds, creating hazardous travel conditions.

New York Governor Kathy Hochul declared a state of emergency on Thursday due to the expected additional snowfall for the rest of the week.

She said: 'With communities in the North Country & Western New York set to receive up to three feet of snow, I am declaring a State of Emergency for Cattaraugus, Chautauqua, Erie, Franklin, Genesee, Hamilton, Herkimer, Jefferson, Lewis, Oswego, St. Lawrence, Wyoming, & contiguous counties.'

The governor also urged residents to stay indoors during severe weather.

Lake-effect snow is a weather phenomenon that happens when cold, dry air passes over a relatively warmer body of water, such as a large lake. As the air moves over the water, it picks up moisture and heat, causing the air to rise and form clouds.
