TOP SHOT OF LAWMAKERS SITTING, EMPTY SEATS NEXT TO THEM PRISTINA, KOSOVO - JULY 1: The constitutive session of the Kosovo Assembly was adjourned for the 40th time on Tuesday, July 1, after lawmakers again rejected a proposal by the ruling Self-Determination Movement (Vetëvendosje) to elect the Assembly President via secret ballot. The session was postponed to Thursday. Avni Dehari, the session chair, announced that 51 deputies voted in favor of the secret vote proposal, with no votes against or abstentions. However, opposition parties refused to nominate members to the secret voting commission, blocking the process. The latest failure comes as Kosovo’s Constitutional Court has mandated that the Assembly elect its leadership within 30 days, raising pressure on lawmakers to resolve the deadlock. Self-Determination, led by acting Prime Minister Albin Kurti, has repeatedly pushed for a secret ballot, arguing it would ensure a fair vote. However, opposition parties—including the Democratic League of Kosovo (LDK), Democratic Party of Kosovo (PDK), Alliance for the Future of Kosovo (AAK), and Serbian List—have rejected the demand, insisting on an open vote. Albulena Hadžiju, Vetëvendosje’s candidate for Assembly President, has so far secured a maximum of 57 votes in previous rounds—short of the 61 needed for election. The Assembly has been in a political gridlock since the February 9 general elections, which left no party with enough seats to govern alone. Vetëvendosje holds 48 seats, followed by PDK (24), LDK (20), AAK and Nisma (8), Serbian List (9), and minority representatives (10). The constitutive session began on April 15, but lawmakers have yet to agree on the Assembly’s leadership, delaying government formation.
