China's Macao Special Administrative Region (SAR) and Hong Kong SAR on Tuesday issued black rainstorm warnings, the highest level alerts in both special administrative regions. Macao's Meteorological and Geophysical Bureau briefly issued the black rainstorm warning at 8:18, urging residents to avoid outdoor activities and flooded areas. The bureau then downgraded the warning to red later at 9:30. In Hong Kong, the weather forecast administration Observatory said the black rainstorm warning was expected to remain in force until at least 15:00 on the day, indicating that more than 70mm of rainfall per hour was recorded or was forecast across much of the region.
