Storyline: Substantial incentives reverse birth rate decline in central Chinese city [Voice_over] China's Tianmen city has successfully reversed its nearly decade-long decline in newborn birth rates thanks to a series of financial incentives for parents. Recent data shows that the city recorded 7,217 newborn babies in 2024, a 17 percent increase compared to the previous year. The policies include substantial financial support; up to 30,000 U.S. dollars for households who add a second child, and up to 40,000 for families who add a third. In the case of Wu Jiayu, the financial fertility initiatives are making a tangible impact. [Sound_bite] Wu Jiayu, parent: "We received a total of 13,280 U.S. dollars for our second child." [Voice_over] Since early 2024, Tianmen has rolled out a comprehensive package of integrated support measures covering dating, marriage, childbirth, and housing, all aimed at creating a family-friendly environment and increasing birth rates. The effects are clearly reflected in local healthcare facilities. [Sound_bite] Tang Lirong, Vice President, Tianmen Maternal and Child Health Hospital: "Since the encouragement policy was introduced, the number of people having second and third children has increased significantly. From January to July 2025, outpatient visits reached 21,000, a six percent increase compared to the same period last year."
