China: China's 15th Five-Year Plan to chart course for high-quality growth, boost investor confidence: expert
Storyline: China's 15th Five-Year Plan (2026-2030) is poised to steer the country toward high-quality growth, foster a more welcoming environment for foreign investment, and offer much-needed stability in an increasingly uncertain global environment, according to Professor Jaya Josie from the University of the Western Cape in South Africa. The fourth plenary session of the 20th Central Committee of the Communist Party of China (CPC), which concluded in Beijing in October, adopted the Recommendations of the CPC Central Committee for Formulating the 15th Five-Year Plan for Economic and Social Development. Professor Josie, who has long studied China's Five-Year Plans, highlighted several pivotal shifts in the new plan during an interview with China Global Television Network (CGTN). "One of the most important aspects of the 15th plan is moving China to greater industrial policy issues, greater industrialization. China has moved away from accelerated fast-growth industries to a more moderate, but more sustained modernization of these traditional industries. And one of the key priorities is getting China's thinking about technological self-reliance. Whereas in the past, China had to borrow much of the technology from other countries, but now they are looking at boosting their technological self-reliance, but also improving domestic consumption," said Josie. He also emphasized the plan's commitment to strengthening social services, noting that these investments are not merely welfare measures, but foundational pillars for broad-based, inclusive economic and social progress. He further highlighted China's pledge to create a significantly improved business environment for foreign investors in the new plan. "The Five-Year Plan, I think, will take China towards a high-quality growth, whereas in the past, it was high-quantity growth. And you're creating a better environment for foreign investment to come into the country. China, in its plan, is thinking about creating a transparent business environment for everybody, and to introduce some level of certainty in a world where there's uncertainty, where it's unpredictable, it's uncertain.
