Mexico City Civil Protection Coordinator Adrian Hernandez said the aircraft went down about 50 kilometers west of the capital while attempting an emergency landing near Toluca Airport.
Hernandez said eight passengers and two crew members were listed on board, adding that seven bodies have been recovered so far.
Authorities said an investigation is underway to determine the cause of the crash.
