Citizens protest in Cochabamba and Santa Cruz for the elimination of two thirds in the Bolivian Senate
Citizens protest tonight in the cities of Cochabamba against the modification of the regulations in the Legislative Chambers to skip the requirement of two thirds in different articles.
In Cochabamba, a rally was held in the Plaza de las Banderas, where some young people took the floor to express their rejection of the modification of the regulations.
At the end of the rally, a group went to the Departmental Parliamentary Brigade, located in front of Plaza Colón, to block the street and set tires on fire in protest.
In the last session of the Senate, two thirds of the Movement Toward Socialism (MAS) modified the regulation of debates of this legislative body and annulled the approval by two thirds of 12 types of decisions, accommodating this concept to an absolute majority. This party also made a similar reform in the regulations of the Chamber of Deputies.
In the general elections on October 18, the MAS achieved a parliamentary majority, but was unable to revalidate the two-thirds it held in the last two legislative periods.
With the changes introduced, Parliament will be able to approve with a simple majority matters such as the promotion of military and police positions, the appointment of ambassadors, or the creation of special investigation commissions.
Although it maintains two thirds for others established in the Constitution, such as the appointment of the attorney general, the Ombudsman, the comptroller or members of the country's Supreme Electoral Tribunal.
