Cleveland, United States - September 28, 2024

A new dashcam video released from Cleveland Police has captured a shocking scene where a crowd, seemingly unfazed by law enforcement, swarmed a police car, jumping on it and pounding its hood during a chaotic street takeover event. The incident, which unfolded near the intersection of Lee and Miles, highlights the escalating audacity of street takeover participants and the challenges faced by local authorities.

The video, providing a firsthand view from the officer's perspective, shows the moment when attempts to disperse the crowd failed, with individuals not only refusing to move but actively engaging with the officer's vehicle. The atmosphere was charged, with people recording the confrontation on their phones, some even climbing onto the police car in defiance.

“Move!” the officer can be heard shouting, his voice tense, as he radioed for immediate backup, stating, "Hey, I got people jumping on my car. Get me cars up here now." The response from the crowd was not one of fear or retreat but of aggressive engagement, indicating a significant breakdown in respect for law enforcement.

This incident is among several reported disturbances where street takeovers, characterized by reckless driving, loud music, and sometimes gun displays, have dominated busy Cleveland intersections, including the Innerbelt Bridge, causing chaos and tying up traffic. The audacity of these gatherings reached a peak when, during another event, an off-duty officer was assaulted by five men, illustrating the violent potential of these mobs.

Public frustration has boiled over, with numerous 911 calls from citizens trapped by the takeovers, some complaining about the apparent lack of police response. Notably, officers on West 25th were seen keeping their distance from such events, possibly due to the overwhelming numbers or for tactical reasons.

In response to these recurring lawless spectacles, Cleveland City Council is pushing forward with a new ordinance to crack down on street takeovers. The proposed penalties mirror a new state law, potentially leading to six months in jail and fines up to $1,000 for participants. Additionally, council members are considering measures to seize car parts involved in these stunts as a deterrent.

Councilman Michael Polensek emphasized that while council can legislate, enforcement remains key, "Council will take whatever action we can do, but it’s up to the administration to enforce the law, at the end of the day."
