Gaza Strip: Hamas proposes "all for all" prisoner-for-hostage swap with Israel

Gaza Strip - January 30, 2025 A senior official of the Palestinian Islamic Resistance Movement (Hamas) said on Wednesday that Hamas has informed the mediators that it is ready to release all detained individuals in one go during the second phase of the Gaza ceasefire agreement, instead of releasing them in stages as in the first phase. However, the official did not specify the number of detained individuals. On the same day, Hamas stated that it had submitted a proposal to Israel through the mediators. The content of the proposal is for both sides to release all detained individuals, and it was presented as part of the ongoing negotiations. Israeli Foreign Minister Gideon Sa'ar told a press conference on Tuesday that Israel would start negotiations for the second phase of the Gaza ceasefire agreement this week. On the same day, Hamas expressed its readiness to begin the second phase of negotiations for the Gaza ceasefire agreement immediately. According to Israeli Channel 12 television, as the second phase of ceasefire negotiations in Gaza is about to begin, there has been a change in the leadership of the Israeli negotiation team. David Barnea, head of the Israeli Intelligence and Special Services Agency (Mossad), who had led the team in securing the first phase of the ceasefire agreement on January 15, has been replaced. Ron Dermer, Israeli Minister of Strategic Affairs, takes over. Additionally, CNN reported, citing informed sources, that Ronen Bar, head of the Israeli security agency (also known as the Shin Bet, Israel's internal security agency), who played a key role in the previous ceasefire negotiations, will also not participate in the second phase of talks. According to media reports, Dermer is a "close" political ally of Israeli Prime Minister Benjamin Netanyahu. He grew up in the United States and served as Israel's Ambassador to the U.S. during Donald Trump's first term. Earlier, Israeli media also reported that Netanyahu had disagreements with the negotiation team led by Barnea on several core issues. Netanyahu was said to have repeatedly criticized Barnea's team in person, accusing them of being "weak" and "too inclined to compromise" during the negotiations.
