China: E-waste disposal town transformed into national recycling hub in China
[Voiceover] In recent years, China has strengthened its commitment to green and low-carbon development with a series of policies to support its circular economy and recycling industries. In October of last year, the government established a state-owned company, the China Resources Recycling Group, to build a recycling network for everything from consumer electronics to retired wind and solar equipment. But efforts to streamline electronics recycling began a decade ago in places like Shantou City of south China's Guangdong Province. At the Guiyu Circular Economy Industrial Park all components that can be reused are recycled, while the rest are processed for valuable material extractions. [Soundbite] Zhong Yingshan, director, management committee, Guiyu Circular Economy Industrial Park: "We recycle all kinds of items, including keyboards and DVD players. We can accurately track which workshop receives e-waste and the timing of these transfers. We also monitor the sources and destinations of all e-waste." [Voiceover] The region's recycling history is clouded by a toxic past. For decades, devices were melted and stripped for parts by individuals with rudimentary tools and an open fire source. The process created plumes of dangerous smoke that harmed the environment and the individuals carrying out the work. In 2015 the industrial park was established to standardize the process and make it safer. After growing the park over the past ten years, officials say further upgrading and standardization is in the works. [Soundbite] Zhu Liyang, President, China Association of Circular Economy: "In the future, government experts and private enterprises will collaborate to promote the upgrading of the resource recycling industry towards greater standardization, higher value and enhanced efficiency." [Voiceover] According to China's 14th Five-Year-Plan, by the end of this year, the output value from the country's resource recycling industry is expected to be worth about 697 billion U.S. dollars.
