Teenager on electric scooter knocks down woman and flees
This is the shocking moment a teenager on an electric scooter knocked down a woman and allegedly fled the scene.
CCTV footage shows the pedestrian walking in the courtyard of a residential building when the youngster, followed by a friend, sped along the pavement and collided with her in Ufa, Russia.
The woman can be seen tumbling to the ground, prompting the schoolboy riding behind the culprit to immediately stop on September 1.
The teenagers helped the victim to her feet before the suspected offender rode away, leaving his companion behind.
Local media reported that the woman sustained injuries from the crash.
Alexander Bastrykin, head of the Investigative Committee of Russia, ordered acting regional chief Marat Galikhanov to open a criminal case.
On Wednesday, the State Traffic Safety Inspectorate of the Bashkortostan capital confirmed that they had located the teenager and summoned his parents to clarify the circumstances of the incident.
A spokesman for the Traffic Inspectorate said: 'The parents' actions show signs of an administrative offence. The applicable law provides for administrative liability for improper upbringing of a minor, including a fine and registration of the minor for preventive purposes.'
