CALUMPIT, BULACAN PROVINCE, PHILIPPINES - SEPTEMBER 26, 2025: Houses were submerged in Calumpit, Bulacan Province, the Philippines, on Friday, Sept. 26, as floodwaters rose to nearly two meters. The disaster has been linked to corruption in flood-control projects, leaving the area more vulnerable to frequent typhoons.
The low-lying, flood-prone areas of Bulacan have been the focus of a recent investigation that revealed at least 50 flood-control infrastructure projects became ghost projects turned out to be “ghost projects” due to corruption by government officials. As a result, promised protections were never delivered, worsening the impact of seasonal flooding.
The situation has been further aggravated by extreme weather. After Super Typhoon Ragasa battered the country, new severe tropical storm Bualoi has brought torrential rains and powerful winds to the central Philippines, posing additional threats to residents who remain in flood-hit Bulacan.
