Reeves Urged To Avoid 'Half-Baked' Tax Fixes In Upcoming Budget. Chancellor Rachel Reeves has been warned by the Institute for Fiscal Studies (IFS) to avoid “directionless tinkering and half-baked fixes” when preparing next month’s Budget. The call comes amid widespread expectations that taxes may rise as the government seeks to meet self-imposed fiscal rules. The IFS cautioned that some tax increases could be “especially economically harmful,” urging the chancellor to strike a careful balance between funding public services and supporting economic growth. The Treasury stressed that Reeves intends to deliver a Budget that funds public services while encouraging investment. Analysts estimate the chancellor may need to raise tens of billions of pounds through tax changes or spending cuts to meet her “non-negotiable” rules, avoiding borrowing to fund day-to-day spending and reducing government debt as a share of national income by the end of this parliament. Labour has pledged not to increase income tax, National Insurance, or VAT for working people before the 2024 general election.
