China: China to enhance innovation capacity in next 5 years

China will go all out to enhance its capabilities for innovation in the next five years, Minister of Science and Technology Yin Hejun said at a press conference in Beijing on Friday on the guiding principles issued by the fourth plenary session of the 20th Communist Party of China Central Committee. Yin said the ministry will make arrangements in four aspects during the 15th Five Year Plan period (2026-2030) to raise China's capacity for innovation across the board. Yin said the country will also promote integrated development of human resources in education and sci-tech innovation, establish and consolidate coordinated mechanisms for integrated advancement, and strengthen planning alignment, policy coordination, coordinated allocation of resources, and interconnected evaluation. Yin also reviewed sci-tech achievements in the past five years. During the 14th Five-Year Plan period, China's sci-tech strength jumped to new heights, yielding abundant achievements in innovation and steady development of new quality productive forces, laying a solid foundation for economic and social progress in the 15th Five-Year Plan period, he said. In 2024, total research and development investment exceeded 3.6 trillion yuan (about 505.16 billion U.S. dollars), marking a 48-percent surge from 2020. China has ranked first globally for five consecutive years in both the number of papers published in renowned international journals and the number of international patent applications, said Yin. He said China's comprehensive innovation capability ranking rose from the 14th place in 2020 to the 10th in 2024. The integration of sci-tech innovation with industrial innovation accelerated, with the added value of high-tech manufacturing above designated size soaring by 42 percent from the end of the 13th Five-Year Plan period (2016-2020), according to the minister. He said new economic growth points are emerging in frontier fields such as AI, new energy, and biotechnology. Scientific and technological innovation has contributed to clearer skies, cleaner water, and better health security, bringing the people a greater sense of fulfillment, happiness, and security.
