Villagers in India chase around elephant damaging their crops in dramatic video

Villagers are putting their life in risk.Elephants are beaten up by sticks in Karanjia Forest division under Mayurbhanj district of Odisha in Northern India.
According to sources, a herd of 22 wild elephants are entered in to village under Karanjia forest division. People are in fearing in village. Herd of elephants are destroying houses and paddy crops. Department not able to move elephants towards jungle.

Villagers are trying to move those elephants putting their life in risk by charging them with a stick very closely. Question is that why department is in mute position.
