STORYLINE:

The coronavirus health emergency in Latin America caused economic activities to be closed indefinitely, in addition to the closure of the population in their homes, which caused a drop in the crime rate of certain crimes.

However, in Mexico there are others that remained at the usual levels or those that increased considerably. The forced disappearance of people, said the newspaper El Universal, has not stopped until July 26, 2020.

According to official figures presented by the media, the federal authorities received at least 1,493 complaints from missing and unreachable people, so it is possible that their absence is associated with the commission of a crime.

Other crimes that have increased during confinement are hacks, not only to organizations but also to homes, said Luis Arellano, a researcher at the Engineering Institute of the National Autonomous University of Mexico (UNAM).

The crimes are divided in two ways: cybernetics, in which they seek to violate digital security to steal information, mainly banking; and computing, which is the dissemination without consent of the victim of sexual, intimate or erotic material.

In Colombia, after a historic fall in April, due to the quarantine, Medellín, Barranquilla, Cartagena, Bucaramanga and Cali report an increase in crimes.

This is how the authorities record it, since since the measures have become more flexible, robberies and homicides have been occurring more frequently.

In Argentina, the Minister of security of the province of Buenos Aires, Sergio Berni, and the mayors of Greater Buenos Aires have as a background a re-emergence of crime, after a sharp drop of 26 percent between January and May.

In the first half of 2020, the drop occurred, especially since quarantine reduced circulation. The June data, not yet processed, will show a rise due to the relaxation of the insulation. In this scenario, the mayors demand more patrols at the points that they consider the hottest and ask Berni to further deploy his 95,000 troops.

The case of the old man in Quilmes, Buenos Aires, who killed one of the three thieves who entered to rob his house is an example of how crime progresses in the suburbs along with the opening of items and activities.

"The insecurity was ironed out at the beginning of the quarantine, but now it is on the rise," says a mayor from one of the poorest districts of the Buenos Aires suburbs. However, insecurity rates are 17% lower compared to June and July last year.

Due to the crisis generated by the covid-19, millions of people will be pushed further into poverty and hunger. In the world, the number would reach 270 million people this year, who will suffer from hunger.

The executive director of the World Food Program (WFP), David Beasley, warned that more than 11 million people in Latin America are on. famine, a situation that has been exacerbated by the coronavirus pandemic.

Ariel Sujarchuk, Mayor of Escobar, one of the Buenos Aires suburbs, referred to the impact of the pandemic on the most vulnerable sectors: “Today we do not have a social conflict in the Buenos Aires suburbs because the solidarity fabric network gives a minimum base of support that is a plate of food ”.

Although he admits that there is an increase in people in vulnerable situations, and that "crisis situations increase crime", he claimed "not to criminalize poverty".

The truth is that historically, statistics in Latin America have reflected an increase in crime during times of greatest economic crisis.

The IMF calculates that Latin America's GDP will suffer a 9.3% decline in 2020, the biggest recession since there are records, surpassing the crack of the 29th, the debt crisis of the 80s, and that of 2008, while it sharpens unemployment and reaches historical levels.
