Northeast China has intensified flood relief and reconstruction efforts after being battered by torrential rains caused by Typhoon Khanun and Typhoon Doksuri.

In Yanshou County of Heilongjiang Province, people exposed to flooding risks have been relocated to temporary shelters.

"We provide them with three free meals a day, with each meal having four dishes. We also provide them with cookies and milk and other necessities."

In Shulan City of Jilin Province, authorities have stepped up efforts to drain submerged farmlands and grid personnel scrambled to restore power.

"We've set up five teams to provide guidance separately in different areas. We mainly focus on three issues: draining submerged farmlands timely, preventing the occurrence of pests and diseases actively, and promoting early maturity. Through technology, we try to limit the impact of the disaster on the farmland's yield."

"Some roads were heavily damaged. Large vehicles and our people were not able to enter the disaster-hit regions. So we used drones to check the conditions so that we could get some first-hand information to arrange our repair plan. After the roads were repaired, our large vehicles carrying disaster repair goods could arrive at the scene. For places that large machinery is difficult to enter, we carry repair materials by hand."
 
By Friday, 23,000 residents in Shulan had been evacuated to safe places.
 
According to the Ministry of Finance and the Ministry of Emergency Management, China on Friday earmarked 1.46 billion yuan (about 204 million U.S. dollars) to provide relief to people severely affected by recent floods and ensure their basic needs are met.
 
The funds will be allocated to five provincial-level regions including north China's Beijing, Tianjin, Hebei, and northeast China's Heilongjiang and Jilin.
