Storyline: Guangxi Zhuang Autonomous Region in south China has activated emergency response to super typhoon Ragasa which landed on the country's southern coast on Wednesday, with authorities calling fishing vessels back ashore and suspending offshore operations and transportation services. Typhoon Ragasa, the 18th typhoon of 2025, made landfall in south China's Guangdong Province at 17:00 on Wednesday. The typhoon, with maximum wind force near its center reaching 40 meters per second, churned ashore at Hailing Island in Yangjiang City of Guangdong. To cope with the typhoon, the flood control and drought relief headquarters of Guangxi, which is next on the storm's path, activated a Level III emergency response for typhoon prevention on Wednesday evening. Relevant departments in various cities have been working according to the plan. China has a four-tier national emergency response system, with Level I being the highest. The region's departments of natural resources, water resources, housing and urban-rural development and transportation have already dispatched working groups and expert teams to guide key cities and counties to investigate potential hazards. All affected fishing vessels have been evacuated ashore, while operations at all water engineering projects and offshore oil drilling platforms have been suspended. The region's maritime department has designated 14 patrol boats and 44 tugboats to be on standby for emergencies. In response to Ragasa, Hepu County in Beihai City has called fishing boats to return to port for shelter. Local authorities have issued warnings about the typhoon to fishermen in advance. As of Wednesday afternoon, fishermen in several towns had completed vessel reinforcement, mooring line checking and fishing gear sorting, to ensure the safety of their boats. Qinzhou City upgraded its typhoon warming from Level III to Level II and elevated the emergency response for significant meteorological disasters (typhoons) from Level III to Level II at 15:00 on Wednesday, according to the municipal meteorological department. Affected by the typhoon, Qinzhou is expected to experience stormy weather on Thursday. The city's flood control and drought relief headquarter has implemented a citywide suspension of classes, office work, production, public transportation services and commercial activities from 22:00 on Wednesday to 20:00 on Thursday. According to the China Railway Nanning Bureau Group, bullet train services on three coastal rail lines will be halted on Thursday. The railway department has established an information sharing channel with local flood control, meteorological, water resources and emergency management authorities to keep abreast of changes in precipitation and water conditions in real time.
