DRONE SHOT OF SEARCH AND RESCUE EFFORTS TERNOPIL, UKRAINE — NOV. 20, 2025 — RESTRICTION: USERS MUST CREDIT "STATE EMERGENCY SERVICE OF UKRAINE" HANDOUT, MUST NOT OBSCURE LOGO — EDITORIAL USE ONLY — Rescuers continued searching through the rubble of a destroyed residential building in Ternopil, Ukraine, on Thursday, Nov. 20, after a reported Russian strike.

According to the State Emergency Service of Ukraine, the attack killed 26 people, including three children, and injured 93 others.

Search teams worked through the night, though progress has been slowed by the extensive destruction, fragmented debris, and the need for manual removal in several sections.

More than 230 rescuers have been deployed to the site, supported by 50 units of equipment, as efforts to locate those still unaccounted for continue.

Foreign Minister Andrii Sybiha condemned the attack, saying Russia's actions showed how its "‘peace plans’ look in reality."

Meanwhile, the Ukrainian Air Force said in a statement that Russia launched 48 missiles and 476 drones from several directions, with the main targets being the Lviv, Ternopil and Kharkiv regions.

Russia claimed its forces carried out a “massive strike with long-range precision weapons” on Ukrainian military-industrial and energy facilities in western regions.

The Defense Ministry said the attack, which included Kinzhal hypersonic missiles and attack UAVs, was conducted “in response” to what it called Ukrainian strikes on civilian sites in Russia.

It said “all designated targets were hit,” a claim that could not be independently verified.
