US Says Peace Talks See Major Breakthrough, but Key Gaps Remain. US Secretary of State Marco Rubio says negotiators have made a "tremendous amount of progress" toward finalizing Washington's proposed peace plan to end the Russia-Ukraine war though a few major issues still need work. Speaking after a full day of meetings with Ukrainian and European teams in Geneva, Rubio said negotiators had significantly narrowed the unresolved points in the 28-item proposal. But he stressed that any deal must ultimately be approved by President Donald Trump and Ukrainian President Volodymyr Zelensky before it goes to Moscow. Zelensky hinted that Trump's team is starting to listen, even as Kyiv and European allies remain uneasy about leaked terms seen as benefiting Russia. Those include Ukrainian withdrawals from parts of Donetsk, accepting current Russian control of Luhansk and Crimea, freezing front lines in the south, and limiting Ukraine's military size. A joint US–Ukraine statement late Sunday said both sides had agreed on an updated framework and would intensify negotiations in the coming days. Rubio says he's optimistic a final agreement is close — whether this week or shortly after.
