Recent low-pressure systems bringing heavy rain and strong winds have exacerbated the dire living conditions, increasing the risk of collapse for buildings already damaged by military operations.
The situation highlights a critical shortage of safe shelter amid restrictions on the entry of alternative housing like container homes.
"We are threatened at any moment," said Hiyam Abu Nada, 45, who is sheltering with her family in a bomb-damaged building in the Hamad City complex in southern Gaza. "We hear the walls cracking... Debris falls on us, water pours down... We are afraid it could collapse on us at any moment."
Abu Nada described fleeing Israeli attacks in eastern areas, only to find herself in a precarious situation where "the damaged structure cannot bear the load." She stated she had never experienced conditions this severe in her life.
Mustafa Abu Nada, another displaced Palestinian, explained the impossible choice many face. "We were living in tents, and even the tents were not suitable... We are forced to remain here, despite the cold," he said.
He detailed nights spent bailing out floodwater, unable to sleep, and lighting fires for warmth. "We cannot protect ourselves from the cold... either they treat us or we die here from the cold," he added, appealing for help.
The dangers are not theoretical. A powerful polar storm named "Byron" struck the enclave, killing 14 Palestinians—11 due to the collapse of more than 13 damaged buildings and three from cold exposure. Official figures indicate that storm also completely or partially damaged and flooded approximately 53,000 tents.
Awni al-Hajj described life in tents as "impossible," forcing people into crumbling structures. "Water is seeping through the walls. Strong winds are also bringing down concrete blocks on us," he said, noting that civil defense teams are often overwhelmed.
For some, like Fethiye Ubaid, who lost her husband and has a detained son, the damaged building is her only option. "This is the only shelter I have," she said.
She gave birth to a baby four days ago during the storm, and described floodwaters rising over the infant's mattress. "Anyone who sees our situation would say this kind of life is not fit for living."
According to the latest data from Gaza's Government Media Office, the conflict has resulted in the complete destruction of 268,000 housing units, with 148,000 severely damaged beyond habitability and 153,000 partially damaged.
A ceasefire agreement brokered between Hamas and Israel on October 10 of last year halted large-scale military operations. However, reports indicate that Israel continues demolitions in areas under its control, and the Israeli military has been accused of hundreds of violations of the agreement, including bombardments and killings.
