ZELENSKYY AND MONTENEGRO SHAKING HANDS KYIV, UKRAINE (DEC. 20, 2025) (USERS MUST CREDIT "ZELENSKYY SOCIAL MEDIA ACCOUNT" HANDOUT ---EDITORIAL USE ONLY) Ukrainian President Volodymyr Zelenskyy announced on Saturday, Dec. 20. that Ukraine and Portugal signed a joint statement establishing a partnership to produce maritime drones.

Zelenskyy said the agreement was signed together with Portuguese Prime Minister Luis Montenegro, who is making his first official visit to Ukraine.

He described maritime drone production as one of the most promising areas of current defense cooperation and stressed the importance of achieving concrete results.
