伊春边境管理支队工作人员介绍，2日7时，保兴镇渔民王某在黑龙江上打渔时，看到一只黑熊在对岸俄罗斯下水。这只黑熊目标明确、十分执着，以娴熟的“狗刨式”泳姿，直奔中国游来，“一鼓作气”横渡黑龙江，在嘉荫县保兴镇辖区的黑龙江“562航标”附近上岸，钻进深山之中，而且从体型上看，这是一只成年黑熊。于是，王某迅速将这一情况报告给保兴边境派出所。
据伊春边境管理支队警方介绍，黑龙江伊春段黑熊横渡的江面水域宽约1500米。随着近年来我省环境保护力度加大，生态环境越来越好，野生动物往来越来越多。此外，据当地跑山群众讲，黑熊秋季跨江来到中国，可能有两方面原因，一个是中国的山里有他冬眠的洞穴，入秋以后习性使然，来到这边准备冬眠。另一方面，俄罗斯一些地区九月份进入狩猎期，受到狩猎枪声惊扰，黑熊有时也会跨江游到我国。
伊春边境管理支队民警表示，当前正值群众采摘山货的黄金期，早上七点多已陆续有群众准备出发上山。为避免发生黑熊伤人事件，保兴边境派出所立即行动，采取多种方式发布“熊出没”的消息。与此同时，保兴边境派出所派出两组民警，到村屯路口和“熊出没”区域附近的公路向群众发出危险提示。
