Typhoon Bualoi struck Vietnam early Monday morning, leaving at least 16 people dead and 21 missing, local authorities said. After making landfall in the north-central Vietnamese province of Ha Tinh, Bualoi caused massive destruction in Ha Tinh, Nghe An, and Ninh Binh provinces, blowing off roofs and toppling trees and utility poles.
