A raw, urgent video filmed by Michael Audrey Sagonoy captures a scene of devastation in Villa del Río 1, Bacayan, Cebu City as floodwaters from Typhoon Tino submerge vehicles and homes in the residential neighbourhood.
The storm, known internationally as Kalmaegi, has unleashed torrential rains and flooding across the central Philippines. According to the latest official figures from the National Disaster Risk Reduction and Management Council (NDRRMC), the death toll has climbed to at least 114 with 127 people still missing.
In response, the government has declared a state of national calamity, enabling faster access to emergency funds and disaster relief.
In the video, streets are turned into rivers, cars float or are half-submerged, and families appear stranded amid mounting water levels. Rescue operations are being urged immediately before conditions worsen further.
