On October 31, Typhoon Kong-Rey impacted Putian, Fujian, with its 7th-level wind circle. The strong winds blew away an iron door from a resident’s balcony. The fierce gusts also disrupted travel and uprooted trees, endangering pedestrians, though fortunately, no injuries were reported.

On November 1 at 10 a.m., the Central Meteorological Observatory issued a blue typhoon alert: Typhoon "Koni," the 21st of the year, had weakened from a severe tropical storm to a tropical storm by 9 a.m. Its center was located approximately 190 kilometers southwest of Wenling City, Zhejiang, over the southwestern East China Sea. The maximum wind force near the center was at level 9 (23 meters/second), with the central minimum pressure at 990 hPa and a wind radius of 80-200 kilometers.
