A passerby fearlessly rescued a stray dog that was stranded at sea during a typhoon.

Julie Akieh Arenilla and his sister were preparing for Typhoon Kalmaegi when they spotted the pooch perched on a submerged fountain at a beach in Cebu, the Philippines.

Footage shows Julie running along a resort's fence, which was being battered by strong waves on November 4.

Julie carefully clambered across the concrete, avoiding the sand as the ripples could have dragged him into deeper water.

However, he eventually had to climb down and despite waves smashing over him up to his head, he quickly grabbed the frightened canine and carried it back to safety.

Julie's sister Ivy Jade Prosia said: 'I am so proud of him. He saved the dog during the typhoon.'

The Good Samaritan slowly waded through the high waves and successfully reached the shore with the animal.

Julie checked on the Aspin and took it home, where the family named it Tina.

Kalmaegi, locally known as Tino, has killed at least 188 people and displaced hundreds of thousands across the country. Another 135 people remain missing.

State weather bureau PAGASA said the storm dumped more than a month's worth of rain in just 24 hours in Southern Leyte and Cebu.

The storm later made landfall in central Vietnam late on Thursday, uprooting trees, damaging homes, and causing widespread power outages before weakening as it moved inland.

No official death toll has been released, but state-run media reported one fatality in Dak Lak province after a house collapsed.

Climate experts said typhoons are becoming stronger due to human-induced climate change. Warmer ocean temperatures allow storms to intensify rapidly, while a hotter atmosphere holds more moisture, leading to heavier rainfall.
