In a significant achievement under these efforts, China-Europe freight trains have made a cumulative 120,000 trips and transported goods with a total value exceeding 490 billion U.S. dollars, the China State Railway Group Co., Ltd. (China Railway) said late in November. As a flagship project and a landmark brand of the Belt and Road Initiative, the China-Europe freight train service has established a comprehensive logistics network across Eurasia, with trains reaching 232 cities in 26 European countries. Meanwhile, China's total social logistics value rose 5.1 percent year-on-year to reach 293.7 trillion yuan (about 41.48 trillion U.S. dollars) in the first ten months of this year, according to data from the China Federation of Logistics and Purchasing. Since the 18th National Congress of the Communist Party of China (CPC) in 2012, the Party Central Committee has intensified efforts to build and improve the high-quality modern logistics system. Chinese President Xi Jinping, also general secretary of the CPC Central Committee, has repeatedly emphasized the need to promote the sound development of the logistics industry during his inspections, from coastal ports and inland logistics parks to China-Europe freight trains and the new western land-sea corridor. Xi has given important instructions on building regional logistics hubs and business centers, and enhancing the capabilities and automation levels of multimodal transportation services involving by river, railway, and sea. To advance the building of a unified national market, the president has called for efforts to improve the commodity distribution system, speed up the development of the Internet of Things, and further refine the integrated framework of distribution rules and standards to cut logistics costs throughout society. Over the past five years, China has woven a more integrated and multidimensional transport network, its cumulative length exceeding 6 million kilometers. During the first four years of the 14th Five-Year Plan period, the ratio of total social logistics cost to GDP, a key indicator reflecting cost efficiency of the sector, dropped 0.6 percentage points, reducing logistics costs across society by nearly 900 billion yuan (about 128.05 billion U.S. dollars). In the first three quarters of this year, the ratio stood at 14 percent, a decrease of 0.1 percentage points from the same period last year. Logistics costs continue to decline, providing a strong guarantee for the efficient operation of the unified national market. "Currently, China's transportation and logistics sector is accelerating its transition from traditional factor-driven growth to smart and green empowerment. Efforts have been made to eliminate bottlenecks, and tackle pain points and difficulties, so as to realize the logistics sector's transformation from 'leading the world in quantity' to 'a comprehensive leap in quality,'" said Li Liancheng, director of the Institute of Comprehensive Transportation under the National Development and Reform Commission. With steady improvements to the integrated transport system, measures have been taken since the beginning of this year to move bulk cargo transportation off highways and onto railways and waterways. From January to October, China's rail freight volume and waterway freight volume reached 4.37 billion tons and 8.29 billion tons respectively, representing year-on-year increases of 2.6 percent and 3.5 percent. With measures taken to promote effective connectivity, a multimodal transportation system that uses a single bill of lading and eliminates the need for container changes has been rolled out nationwide, delivering tangible benefits to freight enterprises. In the first ten months of this year, this interconnected rail-sea-train service had handled 14.258 million twenty-foot equivalent units (TEUs), a year-on-year increase of 16.2 percent. Digital innovations and intelligent technologies have made the transportation sector more efficient, with efforts made to speed up the expansion of electronic toll collection (ETC) for faster and greener transport. The country has replaced 487 expressway toll booths at provincial borders with a non-stop ETC system. China is also fast-tracking the development of 20 pilot cities for "vehicle-road-cloud" integrated intelligent networking to create an unmanned smart operation system. So far, this initiative has integrated more than 35,000 kilometers of test and demonstration roads. Going forward, the country will pursue efforts to establish well-aligned distribution rules and standards and pursue excellency in enhancing market facility connectivity to cut logistics costs throughout society, according to the recommendations of the CPC Central Committee for formulating the 15th Five-Year Plan (2026-2030) for national economic and social development, which was adopted at the fourth plenary session of the 20th CPC Central Committee on Oct 23.
