This is the touching moment rescuers fed dogs that were stranded amid Typhoon Noru floods in Thailand.

The team were delivering aid to flood-stricken villagers in Ubon Ratchathani province on September 30 when they came across the pair of pooches lying atop a cage to escape the knee-deep floods.

Volunteers gave them a bag of dog food to share while waiting for the water to recede.

Noru made landfall in Vietnam on Wednesday and has weakened to a tropical depression as it moved across Thailand on Thursday, September 29.

However, authorities have warned of possible floods and landslides across 64 provinces in the country as the weather system sweeps inland towards Myanmar.

One person in Thailand's Sisaket province has died after powerful winds knocked a tree onto a pickup truck, injuring two others inside.

In the Philippines, where Noru first struck, at least 10 people have been killed and an estimated 50,000 displaced by the severe weather.
