Kosovo PM Kurti's new government fails confidence vote at parliament

VARIOUS OF VOTING SESSION / PARTICIPANTS LEAVING PRISHTINA, KOSOVO - OCT. 26, 2025: Kosovo’s Prime Minister Albin Kurti’s new government failed to win a confidence vote in parliament on Sunday, Oct. 26, raising uncertainty over the country’s political stability and the possibility of early elections.
The Kosovo Assembly convened under the chairmanship of Dimal Basha to hold a confidence vote on the new government structure proposed by Kurti, the leader of the Self-Determination Movement (Vetevendosje), which emerged first in the general elections held on Feb. 9.
Kurti, speaking from the assembly floor, stated that none of the parties represented in the assembly had agreed to join a coalition government.
Warning that the country's institutions would become dysfunctional and that there was a risk of facing new elections without an approved budget for the following year if the new government was not approved, Kurti requested support from the other parties MPs.
During his speech, he also announced the names of the ministers he planned to work with to secure a majority.
In the vote held in the 120-seat assembly, 56 deputies voted "yes," while 52 voted "no," and 4 deputies "abstained."
Consequently, the government led by Kurti failed to reach the required 61 votes for a vote of confidence.
Assembly Speaker Basha concluded the session, announcing that the responsibility now passes to President Vjosa Osmani.
The President is expected to gather party leaders to determine if a majority can be formed or if the country will head to early general elections.
Statements made by representatives of other parties after the session indicated that they would not form a majority and that the country should prepare for elections.
Albin Kurti, who was elected Prime Minister in 2021, continues to serve in the position as the new government has not yet been formed, despite the end of his term.
